Seeking a safety-focused Utility Foreman to lead field crews installing water, sanitary sewer, and storm-drain systems on commercial, residential, and public-sector site-development projects across Baltimore–Washington Area. The Utility Foreman will coordinate manpower, equipment, and subcontractors, ensuring work is completed on schedule, within budget, and to all regulatory and quality standards.

 

Key Responsibilities

  • Supervise 6-12 crew members in trenching, pipe laying, backfilling, and testing of underground utilities.
  • Read and interpret plans, profiles, and cut sheets; set grades using laser/triple-beam transit.
  • Enforce OSHA, MOSH, and MDE trench-safety and sediment-control requirements; conduct daily Job Hazard Analyses (JHAs).
  • Schedule materials, trucking, and inspections; maintain production, time, and equipment logs.
  • Coordinate with project managers, inspectors, and adjacent trades to resolve conflicts and maintain work flow.
  • Train crew members on safe work practices, equipment operation, and quality standards.
  • Lead installation of manholes, vaults, hydrants, valves, and service laterals; oversee pressure, mandrel, deflection, and CCTV tests.
  • Monitor equipment maintenance (excavators, loaders, rollers) and promote zero-downtime culture.

Required Skills & Qualifications

  • 5+ years’ experience installing underground utilities and 2+ years in a foreman or lead role.
  • Proficient with PVC, ductile-iron, and RCP pipe systems up to 48 in. diameter.
  • Ability to calculate slope, elevation, and pipe offset; strong blueprint and GPS/laser literacy.
  • Proven leadership, crew-planning, and conflict-resolution abilities.
  • Solid written/verbal communication and digital daily-report skills (tablet or smartphone).
  • Valid driver’s license and reliable transportation; willingness to work overtime or Saturdays as project demands.
