The Project Controls Manager will oversee and optimize all aspects of project controls, including cost management, scheduling, change management, earned value analysis, and project reporting. This role ensures that infrastructure projects are executed on time, within scope, and on budget. The ideal candidate has a solid background in civil/infrastructure construction and excels at implementing project control systems across multiple concurrent projects .

Key Responsibilities

  • Project Controls Systems: Develop, implement, and manage project control systems, processes, and best practices across multiple infrastructure projects.
  • Scheduling and Planning: Lead scheduling efforts using tools like Primavera P6 or MS Project, ensuring accurate forecasts and critical path identification.
  • Cost Management: Track and analyze project costs, budgets, and cash flows; identify trends and provide corrective recommendations.
  • Earned Value Management: Support project teams with earned value management (EVM) and performance tracking.
  • Change Management: Oversee change order management, ensuring documentation and impact analysis are properly maintained.
  • Reporting: Generate accurate and timely progress reports, dashboards, and performance KPIs for internal and external stakeholders.
  • Stakeholder Collaboration: Work closely with project managers, estimators, finance, and field teams to ensure alignment and data accuracy.
  • Risk Assessment: Conduct regular project audits and risk assessments to proactively identify deviations or potential delays.
  • Team Leadership: Train and mentor junior project controls staff and support a culture of continuous improvement.

Qualifications

  • Education: Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
  • Experience: Minimum of 7 years in project controls within heavy civil, infrastructure, or utility construction.
  • Technical Skills: Proficiency in project scheduling tools (Primavera P6 preferred, MS Project acceptable) and cost control software (e.g., SAP, Procore, Viewpoint, Excel).
  • Knowledge: Solid understanding of construction project lifecycles, earned value management, and financial controls.
  • Communication: Excellent communication, analytical, and leadership skills.
  • Mobility: Ability to work in North Dakota and travel to project sites as needed .

 

 Preferred Qualifications

  • P3 Experience: Experience working on public-private partnership projects.
  • Regulatory Knowledge: Familiarity with federal and state regulations pertaining to infrastructure maintenance and environmental compliance.
  • Certifications: Relevant certifications in project management or operations management are advantageous.
