Program-specific activities will include the following:
• Accountable to Authority Executives and the Joint Venture Board for successful execution of the PDS services
• Principal point of contact and accountable for all key activities of PDS functions
• Liaise with Authority Branch Directors to ensure effective and efficient co-ordination of activities to achieve successful execution of the Authority’s program and projects
• Orchestrates PDS lead staff to provide a highly effective support across all functions
• Advises Authority executives on strategic matters to ensure timely and effective decision making
• Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
• Ensure execution of all aspects of the project in accordance with contractual obligations, client’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
• Ensure full compliance with client’s prime contract with regard to client reporting, notifications, project system start-up and close-out requirements
• Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to client’s project team
• Deliver the project in accordance with the project execution and commercial baselines
• Other duties as assigned
• At least 20 years of experience managing infrastructure projects of similar size, scope, and complexity, including alternative delivery methods, such as Design-Build
• Bachelor’s Degree (or equivalent) in a relevant discipline
• Professional Engineer
• Experience of leading complex major projects or programs
• Demonstrable gravitas in liaising with industry executives, elected officials, senior state and federal officers
• Ability to analyze and inspire innovative solutions to complex challenges
• Able to demonstrate a high level of organizational ability, capable of pivoting and re-prioritizing to meet changing program needs and deadlines
• Project Controls and Finance including understanding of:
- Scheduling (including work force loading)
- Progress measurement
- Risk assessment and management
- Code of accounts
- Work breakdown structure
- Change management
- Cost control
- Estimating process and planning
- Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting
• General understanding of contract law and when to engage legal
• Regulatory requirements including permitting
• Understanding of project funding
• Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax)
• Proactive - goal orientated with the initiative to influence events positively, lead Fluor project team, and influence client for decision making
• Ability to resolve complex problems and to be comfortable in complex project or business environments
• Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks
• Demonstration of innovation, initiative, maturity, and sound judgment
• Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project
• Mobility - for example, relocating to site locations
• Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
• Certification in project management suggested, for example, Project Management Professional (PMP)
